Hi,
I need to sight in an IR laser/illuminator so I can use it w/ the night vision optics (PVS-14)
No idea where to find a range w/ a night schedule, guessing probably only agencies / military have these.
What would you do for a night sight in?

You can but special targets for both night vision and thermal vision sighting in, that allows you to do so in daylight.
I had one given to me by the outfit I bought my thermal night vision scope from.
They look somewhat like mylar coated paper.
